I think this proposal too should be sanc-

probably tioned in principle. The estimate will need revision- the salaries of the Headmaster and Headmistress, in

particular, will very likely require to be raised and the initial expenditure may be considerable.

This in fact, constitutes an objection to

both schemes; but not, I think, a fatal objection. The Colony just now is fairly well off: and it has been agreed that its education expenditure is low in proportion to its revenue, and that the results are disappointing. I believe room could be found on the
